On February 5, 2015, Governor Christie signed new legislation that merged the New Jersey Meadowlands Commission into the New Jersey Sports and Exposition Authority. The NJMC, formerly the HMDC, had been created in 1969 to regulate development while also providing for environmental preservation and control of solid waste. On June 19, 2006, the Supreme Court of the United States, in the case of Rapanos v. United States, in a split 4-4 decision, brought into question the interpretation of the Clean Water Act relating to the definition of "wetlands." Specifically, Justice Anthony M. Kennedy, in the controlling solitary opinion, said that to come under Federal Protection, under a proper interpretation of the Clean Water Act, a wetland needs to have a "significant nexus" to a body of water that is actually navigable.
